CHIEF OPERATING OFFICER:
Victor (Vic) Walczak
Victor (Vic) Walczak is the Chief Operating Officer (COO), Federal Sector for MEI Technologies, Inc. In this role, Vic will oversee all Federal Sector operations and ensure continued focus on the strategic growth of the company.
Prior to his appointment as COO, Mr. Walczak was General Manager, Military Programs for MEI Technologies. He held this position from 2006 to 2009, which required management of day-to-day activities within the Military Programs Division. He was responsible for the satisfactory performance of contract activities with DoD customers and identified/developed business opportunities in DoD agencies. Mr. Walczak established and enforced standards and goals while managing the budgets for each of the three operational regions within the Military Programs Division.
Vic Walczak served 20 years in the U.S. Army from May 1973 to June 1993 where his assignments were in Field Artillery (FA) related to the tactical missile field. He spent 18 years of his career supporting the Pershing Missile System with 14 of those years assigned to tactical units in Germany. His last Pershing assignment was as the technical advisor to the 56th FA Command Commanding General. After the Pershing Missile System was retired, he was reassigned to Redstone Arsenal supporting Land Combat Missile Systems. He was assigned to the Multiple Launch Rocket System (MLRS) Program Office with duty station at Army Materiel Command (AMC) Headquarters Forward in Germany as the Liaison Officer for the MLRS Project Manager (PM). His last assignment prior to retirement was as the total package fielding chief for the MLRS Program Office.
After retirement, Mr. Walczak worked briefly in the logistics field as a Systems Engineering and Technical Assistance (SETA) contractor supporting MLRS and then became involved in business development for Tec-masters, Inc. from September 1995 through October 1997. He was instrumental in the capture of several contracts both in the 8(a) and small business categories. He developed a production capability for Tec-Masters, Inc. that designed and produced automatic test equipment mobile test stations for the U.S. Army Test, Measurement and Diagnostic Equipment (TMDE) activity.
Later, he became the Vice President of Business Development for Morgan Research Corp. where he worked from October 1997 through February 2000. He developed a marketing capture system to assist division and group leaders in identifying and pursuing new business opportunities. This implementation led to an expanded business base into other DoD market areas such as Fort Sill Training and Doctrine Command (TRADOC) Field Artillery Combat Development Support contract and Hanscom AFB Information Technology BPA. He led the successful capture of the Omnibus 2000 (O2K) Technical Domain 8(a) contract; predecessor to the current Army Aviation and Missile Command (AMCOM) Expedited Professional and Engineering Support Services (EXPRESS) contract at Redstone Arsenal. Additionally, Mr. Walczak managed Independent Research and Development (IRAD) programs for fiber optic winding and coil development, Micro-Electro-Mechanical Systems (MEMS) technology development, and materials analysis system development to ensure they remained within cost and schedule.
From February 2000 to November 2006 Vic Walczak was Director of Business Development and Operations for McLaughlin Research responsible for all business activities in the Huntsville DoD market. He brought McLaughlin Research (primarily a Navy construction mechanic (CM) company) into the Huntsville Market place and developed an IT capability supporting Program Executive Office (PEO) Missiles and Space. In addition McLaughlin Research supported Logistics activities within the AMC Integrated Materiel Management Center (IMMC).
